Far as I can tell from a bit of research, it’s a mix of the symbols of the Iron Guard Romanian fascist group and the Hungarian ultranationalist Arrow Cross Party with the arrows being actual arrows in order to further obfuscate the origins to non-bigots while symbolizing military violence
