I am unable to replicate this. I was just able to log in using Boost to piefed.ca. Does the web ui or another app work?

You are not logged in. If you use a Fediverse account that is able to follow users, you can follow this user.
Some features of piefed are unavailable to very new accounts, but the api isn’t one of them. Maybe @shadow@piefed.ca has some more insight.
