I teach at the university level and can confirm. A while back, it was 4ºF/-15ºC, and I saw someone dressed like this. I had about 4 layers on and was still cold.

So i just wear some wind proof jacket/shirt and shoes
Hands in pocket is often enough too
My fingers start to go numb and my asthma sometimes flares up, so i’d replace the jacket with gloves and a ski mask (which is enough to make asthma okay) paired with shorts and tshirt.
Would not recommend being at closed buildings at like 4am dressed like that though unless you like chatting with police.

I’d rather be uncomfortably cold for the 15 minutes I spend outside than uncomfortably hot for the majority of the time inside.
Coats can be a pain when you are going somewhere you can’t hang them up. But if you are hot indoors during the winter in long pants you should probably consult someone. Unless you are visiting your aunt Edna who keeps her house at 80F

Can confirm, we had this person at my school.
I’m usually like that, but last time I went for it there was a lot more wind than anticipated and it hurts. It’s not even cold it’s just pain.
Like when I was shovelling snow at -10C in a t-shirt. My neighbor came out to do the same, wrapped up in thick coat, hat, scarf, gloves, etc, and still shivering.
Winter heat exhaustion can cause heart attacks.
